OS 10.3 - Grey Screen followed by No-Entry Sign

Hi, My Powermac G4 (old) is not booting up. I've tried to start from "Install Disc 1" whilst holding down "C" but nothing is happening.
Any help or advice would be greatly appreciated.
I should also point out that originally OS9.2 was my operating system but I put in a new drive and installed OSX Panther on it which has been the start up disc since. Occasionally I needed to use OS9.2 for old files but a while back OS9.2 stopped working and now OSX is knacked also.
