OS 10.5 - Unable to shutdown. Error message states Mail still open.

My macbook recently began having errors when trying to shut down. It states my mail is still open and to close it. I have tried to force quit sometimes successfully, others not. What would cause this? Any ideas?

Is there a way to remove and reinstall Mail?

I have had this happen once and force quit did the trick and then I ran disk
utility to verify permissions it found a couple of errors and said it was fixed
have not had the problem since.
