OS 10.5 - Cheap solution?

It wasnt until recently that i walked into a circuit city and realized how expensive Macs are in comparison to other companies. To me, the money is worth it, I love the design, the system, etc. For my little brother though, its a high price tag my parents aren't willing to pay. Is it possible to buy an HP for example and then replace Vista with Leopard? So he would lose the beauty of the machine but he would still have the OSX system.
