Can't create new accounts on G5

I'm using a G5 but despite following the instructions I can't create new accounts. I click on the + button but nothing happens.

I've got access to an iBook G4 and have no problems creating new accounts on that.

Does anyone have any ideas?

Thanks in anticipation!
