OS 10.5 - OS X Leopard Reload Problems

Im trying to reload OS X Leopard on Powerbook G4. When booting to to CD I get the Apple logo at the beginning of the boot then the swirling icon and it stays there indefinatly with no change.

I have tested the hard drive and it checks out ok. I have also deleted the partition with the existing install. Nothing I have done can get me past this.

Can anyone offer assistance on Troubleshooting this?
