OS 10.4 - download speed suddenly very slow

fcclassics is on a distinguished road

fcclassics is offline
my mac was working great than my downloading speed dropped down to 100kb , does anybody know why this is? im connected to a cable modem and a belkin router with a cat5 cable. any help thankyou
