OS 10.4 - What do I need to get Darwine running

What other app do I need to get Darwine running? Does it need Windows to run of OS? Plus, what are those small hard drive icons mean after downloading a program mean?

Which icons? Can you press Shift+Command+4 and select the bit of the screen with them to take a screenshot?

Do you mean Darwin as in this?

And sorry, didn't quite understand the Windows bit.
