OS 10.5 - Key blocked

I can no longer type the letter corresponding to the lower case tilde (the accent?). Mac gives me the bell and outputs nothing. The tilde still works fine.

I've logged from another account and am able to type it correctly. I assume it is being reserved by some application as a special key, but it isn't listed in the preferences keyboard shortcut directory. Any tips on debugging this?
