Cannot Install Xcode

I have an older mac Mini, a 1,1 with Os X 10.4.11 installed. Installing Leopard or Snow Leopard is not an option.

I'm trying to install xcode. The latest version is 3.2.1. When I follow the instructions I get, "cannot open xcode.mpkg."

Is there a way I can find an older version of xcode or is there some trick to getting xcode 3.2.1 to run on Tiger?

You need to the Xcode that runs on Tiger, that would be 2.5. 3.2.1 only works on Snow Leopard and 3.1.4 on Leopard.
