iweb flash-works on mac not pc

I am trying to get enable flash on iweb, and while it works quite fine on my mac when I use safari as my browser it does not work on a pc (meaning that it emits a noise like a skipping cd and keeps repeating only the first second or two of the swf file. Any suggestions?
