tool bars behind the browser??

clubtc05 has a little shameless behaviour in the past

clubtc05 is offline
hey guys when i open safari or firefox most of the time when i open my widgets or click file, view or any of them it shows behind the browser and i have to bring my browser down to see file,view,widgets or i have to exit the browser and open it back up. How do i fix that???? thanks for the help i really appreciated it.
