Is the above possible?

Is there an application out there that I can install that can enable me to test PHP/MySQL on my local machine without having to upload/reupload each time etc?

You can just install PHP and mySQL on your machine. If you are using a mac, you have a built in apache server.

goto System Prefereneces>>Sharing and select Web Server

Then, in Home>>Sites>> you can install the PHP and MySQL, and test them out of there at

download and install MAMP, it sets up an Apache web server, PHP and a MySql server for you and is a simple, pain free installation process
