Can someone explain this to me?

It looks like a newer version of NeoOffice that you have to pay for. Is that correct?

Basically, it's an early beta of a new version with new features. As a way of saying "thank you" to those that have made donations to their organization, they are only making it available at this time to those that donate.

I would imagine that once the version is completed and out of "beta" status, it will be made available to everyone.

Liquid and computers don't mix. It might seem simple, but we see an incredible amount of people post here about spills. Keep drinks and other liquids away from your expensive electronics!

Absolutely right. The Neooffice folk always "charge" (read; request a donation) for pre-release versions. This is partially done to fund the project, and a partially to ensure that only people interested in furthering the project get hold of betas. Those people would probably donate anyway, and it means they don't have to field support questions for a pre-release version.

An awesome way to do things indeed. To be quite honest, I like it so much I'm thinking of donating.
