Is there a *amp software package that would allow me to run it without installing?

I do not own a mac, the only access that I have to one is in the campus labs where, of course, I am not allowed to install software.

For my windows development, I run xampp off of my thumb drive. I just plug it up and hit the exe. Very windows lol

I emailed the computer dept. here on campus asking about server software, and here is the reply :
We do not allow any server software to run on our lab machines for various security reasons. You could possibly get something to work locally on the machine by downloading the binaries and running them on a different port, but we have not tried since this would take considerable time.
What exactly does he mean? And is there any plug and play type server software like xampp for windows available for OSX?
