Is safari only come with Panther version?

Coz I had mine previously with OSX10.3.9 (panther) but after i reformat back to the original OSX10.1.2 & OSX9.2.2 i cant see it.

You will have to upgrade back to 10.3 or even to 10.2 in order to get safari.
