ARD 3.0 problem

Stange problem here. I'm rolling out new laptops for a school district and the Remote Desktop install on the teacher laptops has Copy Items, Install Packages, Send UNIX command grayed out.

I can use the same username and password to remote access a student computer from my Macbook. What have I missed?
