Have you done a Spotlight search to truly ensure that you deleted Safari?

Well, if you don't have the original install discs then there is no way to get Safari. It is not available for download for the version needed in Tiger.
You will have to get a retail install CD from somewhere like a third party retailer or an auction site like eBay or Craigslist.
