Chrome reloads every Extension every time I restart

When I start Chrome it reloads every extension every time I restart the browser. I get them set back up and then close out Chrome to see if it will reset the extensions and it makes me reset all of them up. I have reinstalled the browser I have erased Chrome and it's plist with app zapper CleanMyMac, TechTool Pro. I still cannot get the Browser to stop reloading the extensions each startup of the browser. I went into Chromes Advanced sync settings and turned off extension sync and it still does it.
