Can you convert an .app to a .exe

I have call of duty to in .app form and I want to convert it to an .exe to use it on windows

Do not think so as they operate in entirely different manners. Think you will be up for another purchase in Windows format. Have a read of this:-

Hang on to those original install discs like grim death! Using OS X.7 or later make a bootable USB thumb drive before running Installer!

What im really trying to fix is the damn controller settings in gamepad because its ****ed up. so i thought take it to windows so its not an issue

Call of Duty is published both for the Mac and Windows. You can buy either one or both but there is no conversion process from one to the other.
