The only program I can think of that meets your criteria and is used for **LEGAL** music is iTunes itself. They have quite a lot of free stuff on iTunes, including music. There are also a lot of band and record label websites out there that offer free tunes to get you interested in their bands, great way to discover new music. MP3 downloads such as that are compatible with iTunes, and available through your web browser.
