safari popup windows?

OK, I'm a fairly new switcher, and very pleased! I've had one odd thing happening lately: Even if Safari is closed, I occasionally (a couple of times today) I'll get 3 windows popping up, each with the URL starting as:

"http://tag.contextweb.com/TagPublish/sc.aspx?cs=....... "

the windows aren't displaying anything...has anyone seen this before?
