why can't i send e-mails in france??

Just got back from a very frustrating time in France . Having recently converted to Mac because "it just works", i'm confused by something that just doesn't .
I've got an AOL email account set up in Mail which works fine on my home WiFi network, but on the WiFi network i was on in France, although it would receive e-mails, I couldn't send any. I just kept getting told that the server was offline. Yet using exactly the same inbox and outbox settings in my Iphone i could send e-mails.
Does anyone know why it doesn't work from my mac??

- Imac 27", i7 3.5GHz, 3TB Fusion drive, 32GB memory, macOS Sierra.
Sounds like the DNS Server Primary and Secondary addresses were not set up.Hang on to those original install discs like grim death! Using OS X.7 or later make a bootable USB thumb drive before running Installer!
