I can't get my "widgets" to work

when i download widgets this is all thats in the folder. how do i get widgets to work?

You shouldn't be opening the widget packages. When you download a widget just double click on it and it will install.

whenever i download one it downloads strait into a folder. and what do i double click on? also what is dashboard? do i need to download it or anything??
