Working with Tables in Page '08

I am trying to create side by side tables in pages, and I have done so by making them float and then group them.

My problem comes up when I insert or delete a page elsewhere in the document. The tables move. I have tried locking them to no avail.

Has anyone any ideas the steps I should take to keep the table from moving?
