Yep, it's a cloud-based service so it's available anywhere you have Internet...as long as you're not going somewhere like China where they filter the 'net.

They have begun an unfiltering process on select content. Regardless, MobileMe (Apple = Business Partner) would not be affected. MobileMe is not content, just a cloud. Even if questionable content was stored in MobileMe, the filtered web would block a potential violator form uploading anything subversive.
