Any particular reason that you wish to have Safari 4 on your machine over Safari 5? Downgrading can be problematic but you can download it here if you'd like to try. You'll likely run into an error saying that you have a newer version installed and you won't be able to continue the install.

I'm a little confused. You say that it isn't opening but you also say that Safari is showing that it's version 4.0.5 (implying that it opened).
