Why is this? Do you mean that it actually won't function? I really like the built in RSS aggregation capabilities it offers without needed a third party app, but that alone isn't enough to make me want to pay for Tiger.

Well first it is not compatible with Panther
Second you can't get it without getting Tiger
Don't forget to use the new User Reputation System

Well if he had a friend with tiger they could transfer it to his computer, but it still won't work.
