Custom Language Pack?

Hello Mac users,

Does anybody know how to make a language pack for Mac OS X?
Or there are no chances?

I have looked in the .pkg file, for example russian.pkg. There are some files like .app, .nib, .strings. Is there a software to edit these files?

I want to help Apple and to make a Lithuanian language pack.

Great idea...except if you go into "System Preferences, then the "Language & Text" control panel, click on "Edit List"...you will find Lithuanian is already there.

At least it's there in my version of the Mac OS.

well...if i choose Lithuanian(1st place in the list,second is english) everywhere i can after reboot only time & date is displayed in lithuanian...

Hey I can't say how good the Lithuanian is (since I don't speak Lithuanian)...I just said that it's already on the list.

I know how to change the language. All I want to know is how to create a language pack, because Mac OS X is NOT translated to lithuanian. I found something about Xcode whitch has Interface Builder which creates .nib files.
