Preview (Mac Software) zoom to fit and window size

Has there been some change recently to Preview.

Firstly I can't seem to find the option to keep the complete image in view as you make the window bigger or smaller by dragging the corner (scaling as you drag).

Secondly have they changed the minimum window size. I can't get the window to go smaller than 3x2inches.

I used to use Zoom to Fit to view small images in a larger window (obviously with reduced quality) , i.e. drag the window larger, click z-t-f and the pic fills the window. That doesn't seem to work any more. It only seems to work with making pictures fit in to a smaller window.

Am I correct about these changes or am i missing something.
