Oblivion: Shivering Isles Expansion

So whenever I go to the strange door, instead of a door being there, my screen is flooded with exclamation marks(or maybe its question marks). There are two people floating in the water. Any ideas how to fix this? I tried what wikipedia said, but I have no oblivion launcher.
