Is there a way to open .rpmsg (Microsoft Restricted permission message) files sent through outlook, in mac (or) Is there a way to convert this file to a format recognized by Mac?

You're going to need to talk to the IT department.

The first time you try to open a restricted permission message, you must connect to a licensing server and download a license.

I do not believe it is possible to open these in OS X.
I cannot be held responsible for the things that come out of my mouth.
In the Windows world, most everything folks don't understand is called a virus.
