SL measures HD size using base-10 as a measurement while OS X pre-SL measured HDs using base-2 measurement. See here.

Wow so Apple is trying to change how computers have calculated HD space since the beginning? I kind of like this new method. Although the old method never really confused me.

As far as I know, the "old" method is technically correct (base-2) and by calculating HD size in base-10, Apple is compensating for the fact that HD manufacturers use base-10. So, Apple isn't trying to change how HD space is calculated - they are simply addressing the fact that this is how HD manufacturers calculate space.

Ahh ok, I guess this will make it easier to figure out GB sizes and space needed since it's a nice round number.

It might be easier but note that the other major OSes all measure HD space in base-2 (AFAIK) so this should be something to look out for if you move disks between machines.
