Not receiving pop3 mail

I setup a Mail account and it is not giving me any errors, but it is not receiving any mail. I have checked and double check the servers/user/pw (I have setup this account plenty of times from Windows computers). I created a new OSX user and tried setting up the mail account again with no change (as per some recommendations I found while googling).

Has anyone else seen this problem?

Can you send mail? What provider are you using? Free provider or your ISP?

Yes, I can send mail. It is actually a corporate mail server. I feel like something in Mail needs to be deleted and recreated - I already tried removing the mailbox and setting up the account again but that didn't help - is there anyway to reinstall Mail itself?
