iWork - where can I find Pages template?

The templates in Pages are not enough for me. For example, I want to find a quotation template but the default template set can't provide. I want to know whether we can find a website that provide more template used in Pages?

How about making your own templates? The supplied ones should give you a few ideas :-) Try Google otherwise but it's simple to make your own.

I created a template on pages with few pop-up menus, now, how can I make it so the people I send it to can view it, select from the menus and send it back to me...most of them use windows!!!!

Unfortunately, Pages templates are not compatible with MS Word. Pages documents can be saved as MS Word (doc and docx) format but as far as I know, templates will only work with Pages. You can, however, convert a Pages template to a Word template but you'll have to start all over again and do it in Word. Lots of work and it's not worth the time and effort.
