How to set up a recurring reminder in iCal (OS X 10.4)

How do you set up a home reminder to repeat every month in iCal? Currently using OS X 10.4.11 (Tiger). Will this work without having to open iCal?

Mac Specs: 2.16GHz C2D MacBook w/ 2GB RAM & 120GB HD. HTC Droid Incredible.

Set up a event like usual. It asks if you want it to repeat and how often. Set it to repeat monthly and never end. Then set up a alert.
