I notice outgoing mail activity - sometimes several times - when I'm composing an e-mail. WTH?

It's not just Mail checking for mail is it, see prefs for timing.

I've seen this before and I assume it's either syncing with the selected server(s) or checking for mail.

Do you use MobileMe? I could be syncing to your drafts.

you just need to go into settings and uncheck save drafts to server
