Program(widget) that allows me to adjust fan temps?

Hello everyone, i can't help but feel that my mac gets really hot sometimes and i have herd there are programs that allow me to adjust the threshold that the fans kick on and off at.

This was done in the bios in PC's( yes sorry i had to say it =) ) but i downloaded "istat pro" and found i could only see the fan speeds not the actual adjustments. If anyone could point me to a program that does this that would be great.

smcFanControl did not work for me. I set the minimum fan speed to 2500 for a daily thing and applied it and restarted my computer but nothing. it stayed at 1900 rpm.
