Uninstalling Safari won't remove the preferences or plugins. First, open System Preferences and take a look under "Other" and see if that particular plugin created a pane. If it did, it can be uninstalled from there. If not, you'll need to remove the Safari Plist file.

The Safari preference file can be found here:

/Users/your user name/Library/Preferences/com.apple.Safari.plist

Before removing the file, make a backup copy of it and save it to your desktop or documents folder so you can easily find it.

Regards.
