Apple Remote Desktop to control a Windows PC

Right I'm really sorry if this is a repost but I can't find anything on it cos I'm not really sure what to search for.
On Saturday I'm moving away back to uni in Bristol and will be connecting my computer to the uni network at halls so I can't touch the router settings.
As my mum can't work her Windows computer too well I think that it would be good if I could control her computer to help her do stuff rather than just tell her down the phone how to work it as I may as well speak to her in another language.
I've managed to get Apple Remote Desktop to work over the LAN in my house to connect to my sisters Mac. But how do I do this over the internet to manage a PC?
