Small Safari Problem

So when i am using safari everything works great except when a pop-up occurs, it then shrink the safari window done to the size of the pop-up and removes the toolbar, bookmark bar and all that good stuff. It has been driving me crazy. Oh th pop-up occurs in another tab. But i am getting tried of having to resize the window and going to view and turning everything back on. Does anyone know how to fix this? And i do not want a popup blocker, that is not the problem.
