"Mail" not forwarding attachments?

Anyone know why mac Mail will not always include attachments when I try to forward emails? Its seems more prevalent with the icon style attachments (quick-look style) as opposed to ones actually visible in the message body.

I am running Leopard with all software updated.

I did a search for this and found similar questions but no answers or ideas.

So.... any ideas?
