When I search something or go on a website everything is on CAPS,
I use Safari and its just very annoying.
I have tried restarting my computer, and I dont know what to do!

For Instance, this is my Gmail :

I would try cleaning the font caches

MainMenu is a freeware app that can help you do this and more

Check to see if there is any other stylesheet selected (Safari > Preferences > Advanced)

Then also do a Safari > Reset Safari. Might help.
