Skype

I have some a question about Skype.
I was on the Skype website and they are talking about rates. I thought Skype was supposed to be free? What does this apply to, calls to regular phones and cell phones? I was just going to use it to call friends and what not.

Maybe someone could shed some light for me about Skype.

Thanks.
