Could be, but to be quite truthful, sometimes TM can get into the state you are seeing. 9 times out of 10 it's best to let TM finish what it is doing regardless of how long it is taking. Sometimes TM can be incredibly slow to finish what seems to be the most basic of tasks.
If you really do need to cancel the backup and the GUI controls are not functioning (many times it simply doesn't work), you can always open up
/Applications/Utilities/ActivityMonitor
and look for the backupd process via the filter box on the right. When you find the backupd process, select it and click Quit Process from the toolbar. This will terminate the backup daemon. When your next backup interval arrives, the daemon will restart. However, if you use this approach TM will have to re-backup all the work that was doe for the failed backup interval so this could end up taking longer and longer.
For this reason, I recommend using the above approach only as a last resort.
