I asked that once before (in a previous MOTM vote) and was under the impression (from schweb) that it was a calendar year, not a 12 month cycle. Makes sense though.

The original rules stated that no member could win/be nominated twice in the same year. It didn't actually say or specify calendar year and I found this to be somewhat vague. This would also be a little unfair if that indeed meant calendar year, so I clarified the wording to state that a win can only occur once for a member in a 12 month period.

Here's why:

Suppose a member wins MOTM in January 2006. Going by either rule set, he cannot be MOTM again until January 2007. He has to wait 12 months before once again winning the distinction of MOTM.

However, when the MOTM in June 2006 is chosen and we go by the yearly calendar, that member only has to wait 6 months before he gains the ability to win again. Even more dramatic would be someone winning in December 2006, and then being eligible to win again the very next month ( being that it is a new calendar year). This method would do a disservice to the January 2006 winner, who had to wait a full 12 months while others had considerably less time to wait for the opportunity.

By specifying it to be a rolling calendar (every 12 months) and not every calendar year, all winners must then wait the same timeframe before consideration occurs again.

Don't get me wrong, I actually agree it should be a full year from last time, but as has been said, the rule is a bit vague and I have heard multiple explanations from the staff. Perhaps the rule needs to be clarified (in the rules themselves, not in a post here) to avoid this issue later on.
