SD Card..HD+WVGA format...Quick Time?? Solution?

I am using the Panasonic DMC-FZ28 camera. A week ago, I purchased the "SanDisk 16GB Ultra II 15MB/s SDHC SD Card (SDSDH-016G, Bulk Packaging)"on amazon. I bought this 16GB SD card as I want to make video recording on my camera. However, when I tried to insert the SD card, it only showed me 19 mins 06 sec event though it is just WVGA format (a level lower than HD). When I switch to photo taking, it
showed I can take 4XXX photos. Well~~ I expect a 16GB SD card will have an hour memory for this format. I had already formated it last night, but the 19 mins 06 sec was still there. I don't know what to do, I need to record video within this week. Is it a problem with my camera or the SD card??
