Green screen in imovie '09 won't work

What the heck is going on? I've done everything correctly, I put a still background pic in the project window then put a green screen picture over it, the drop down menu came up, I picked green screen. It displays in the project window as if the green screen is in place and then when I hit play it only shows the background photo and not the green screen. Please help...
