Tricky DVD conversion question

Have become quite stuck. Trying to create an accessible document for people with learning difficulties who might have a problem with text. Wanted to create a document with text, audio and video. Would like to have made it navigable using hyperlinks to various sections and have audio descriptions for all the buttons and images.

I was almost there, made a document with Powerpoint 2004 with images, audio on mouseover of the hyperlinks, and it seemed that I would have been able to add video content as well.

Coverterted the Powerpoint file to a quicktime file which I thought I could burn to DVD using iDVD or something but I lost all the audio. Seems you can only have one audio track that functions like narration throughout the track.

Should I scrap the whole Powerpoint idea and go for some DVD authoring software (DVD studio?) to get what I want, or is there another way?
