live video strobe effect

I am monitoring an HD camcorder on my macbook and need to apply a strobe effect to the live video stream. By strobe I mean the effect which appears on older camcorders where you can freeze each nth frame. I think only JVC HD camcorders still have it. It is easy to apply it to captured footage using FCP or iMovie but I need to do it live.

Do you know of any other programs that could do the job?
