EXE files are not movies - they are executables. Have you tried playing the dvr files with VLC?

They played on the windows desktop though. they played in a random program called dvr player. it says its playing but the actual picture of the video doesnt come up. there is no audio to these files so i dont care about the audio i just want the video.

VlC should play almost any video file so if its a video file it should play it. For converting it, Roxio Toast works best for me but I'm not sure it'll work. You can try converting them on windows trying this application.
